This isn't fashion. This is a strategy to make everyday life uncomfortable for involuntarily detained teenagers. Beyond providing no protection from the elements in winters and during intense bouts of manual labor, they also make it more difficult to run away. If they make it, against all odds, out of the isolated countryside and into the city, locals will immediately know they've escaped from a TTI--based on this very unattractive and not trendy footwear situation.
